The Senior Strategic Communications & Outreach Manager leads the development, execution, and oversight of enterprise-wide communication and outreach activities. This role manages the creation, coordination, and dissemination of communication products including newsletters, digital publications, social media content, videos, and other web-based messaging to ensure effective engagement across a large, distributed workforce The manager oversees editorial planning, writing, and quality control for major publications and recurring communication products, ensuring accuracy, consistency, and alignment with leadership priorities.
Responsibilities include
- Maintaining and updating websites, digital platforms, and outreach channels to support continuous workforce engagement.
- Coordinating messaging for workforce development and training initiatives, working closely with subject matter experts to translate technical or policy information into clear, accessible communication products.
- Support the planning and execution of high‑visibility events such as executive forums, conferences, and development sessions by preparing communication materials, messaging plans, and logistical support.
- Tracking communication metrics, evaluating user engagement, and providing data-driven recommendations to enhance visibility and improve outreach effectiveness, consistent with marketing and performance requirements.
- Ensures editorial excellence, brand consistency, and compliance with relevant DoW communication, publishing, and digital standards.
QualificationsRequired Qualifications
- Master’s degree in English, Communications, Journalism, or a closely related field
- Minimum of 10 years of experience in strategic communications, public affairs, editorial management, or related fields, including experience producing large-scale publications and enterprise-level messaging.
- Experience supporting or working with the Department of Defense or other large federal organizations, with familiarity in DoW communication processes and standards.
- Strong background in editorial standards, brand management, and multi-platform content creation across print, digital, and multimedia environments.
- Demonstrated ability to collaborate with senior leaders, technical experts, and cross-functional teams to develop and refine messaging.
- Advanced writing, editing, planning, and quality‑control skills appropriate for developing high-visibility communication products.
- Active Secret Clearance or ability to obtain and maintain one (requires US Citizenship)
Preferred Qualifications
- Experience leading communications in federal, defense, or large enterprise environments.
- Background producing newsletters, magazines, or digital communication product.
- Experience supporting major events, executive sessions, or conferences.
- Familiarity with DoD branding, visual information guidelines, accessibility/Section 508 standards, and digital publication compliance.
- Experience with content management systems, SharePoint, web updates, and collaboration platforms used in federal environments.
- Ability to analyze communication metrics, track engagement trends, and make data-driven recommendations for continuous improvement.
- Knowledge of workforce development or training communications.

The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will bedeterminedbased on specific experience, education, work location, clearance level, and other factorspermittedby law. This position is eligible for bonuses (when applicable).
