The Nunavut Devolution Agreement, signed on January 18, 2024, between the Government of Nunavut (GN), the Government of Canada (GC), and Nunavut Tunngavik Incorporated (NTI), requires the GN to restructure in order to assume responsibility for Crown lands, internal waters, and resource development. This position will initially be located with the Devolution Secretariat and will transition to the new department responsible for these functions effective April 1, 2027. This shift supports a broader realignment to strengthen stewardship of mineral development, land management, and freshwater resources under a single mandate. The successful candidate will play a key role in this transition and in establishing the new department, including supporting early implementation and onboarding of future staff. Reporting to the Executive Director, Devolution, the Director, Policy Planning and Communications (Director) provides overall leadership for departmental policy, planning, legislation, research, and communications. The role ensures alignment with the Government of Nunavut’s mandate and the Department’s Vision, Mission, Mandate, Goals and Objectives. The Director supports the Minister and Senior Management by coordinating policy development, preparing briefing materials and ministerial correspondence, and managing Cabinet‑related documentation. The position also oversees departmental evaluation, program planning information, and internal and external communications.

The Department of Executive and Intergovernmental Affairs (EIA) provides leadership and coordination on government‑wide priorities, offering direct support to the Premier, Cabinet, and deputy ministers to enable effective decision‑making across the Government of Nunavut. The department works to advance Nunavut’s interests through strategic policy development, intergovernmental, Indigenous and circumpolar relations, immigration, and collaboration with territorial, federal, provincial, and international partners, including preparations for devolution. EIA provides oversight for communications, statistics, and access to information and protection of privacy, helping to ensure a coherent, coordinated approach to public policy, and strengthening the government’s ability to serve Nunavummiut.
